On Wednesday, December 10, 2025, at 6:30 p.m., residents from across the 41st District gathered for an energizing and deeply meaningful 41st District Speaks Town Hall, featuring Delegate Malcolm P. Ruff, Esq. and Senator Emerita Jill P. Carter, Esq. Held in the heart of the community, the event served as both a reflection on the district’s progress and a forward-looking conversation about the challenges and opportunities that continue to shape Baltimore’s future.
The room filled early with neighbors, educators, business leaders, youth advocates, and lifelong residents—each eager to engage directly with two of the district’s most influential voices. With Delegate Ruff currently running for State Senate, the evening carried a heightened sense of civic energy as community members listened closely to the vision he and Senator Carter offered for the next chapter of Baltimore’s legislative leadership.

A Legacy of Advocacy Meets a New Era of Leadership
Senator Emerita Jill P.
